Located on a corner plot on Ziaur Rahman Street in Çankaya-Ankara,, the project was realized according to the design opportunities emerging from the existing elevation differences.

A theme, based on a horizontal plateau enabling the perception of the building from every angle and an associated high mass on the vertical axis, was created.

Since in this part of the town intense concentration of urban masses were restricted, the Supreme Court Meeting Hall requiring a huge mass was placed under the Ceremonial Plateau, leaving alone the Presidential Offices and the vertical mass to be observed on approach from the city.

The corner of the plot was untouched and left as a green area.
